Tony Morse is a candidate for City Council in District 4 (West Portland and the Reed, Woodstock, and Sellwood-Moreland neighborhoods).
Morse was formerly the policy and advocacy director for Oregon Recovers—a statewide coalition supporting Oregonians in recovery from addiction. As an attorney, he has also worked as a Judicial Law Clerk at the Multnomah County Circuit Court, focusing on Drug Treatment Court settings. His resume includes lobbying the Oregon Legislature for recovery and mental health services, operating his own real estate business, and working as a field organizer for the Democratic Party of Oregon. A former union member, Morse is a 2024 graduate of the Oregon Labor Candidate School.
His campaign website outlines his priorities as housing affordability, streamlining the permitting process, expanding mental health and addiction support services, adding recovery housing and sobering beds throughout the city, promoting family wage jobs, and supporting small businesses. Specific policy proposals include establishing a Coordinated Office of Addiction Response, comprising city, county, and state agencies along with behavioral health partners, to address Portland’s addiction crisis, and creating a Tax Advisory Group to examine Portland’s local tax structure. Morse also supports the Central City Task Force’s proposed moratorium on new taxes and fees.
