Lisa Freeman is a candidate for Portland City Council in District 4 (West Portland).
Freeman is a Performance and Innovation Manager of the City of Portland’s Community Safety Division. She is also a Senior Transition Advisor to the United States Agency for International Development, a government agency working to end extreme global poverty.
Freeman has spent part of her career abroad, largely in the Middle East and Africa, focusing on government development and conflict resolution.
Freeman’s focus is on improving government processes related to housing, climate response, public safety, and government transition processes. Specifically, she supports community-based safety programs, zoning and housing reforms, and the integration of new city roles such as a Sustainability Officer. She also advocates for refining current houselessness programs and addressing transportation inequities across the city.
