Chad Lykins is a candidate for City Council in District 4 (West Portland and the Reed, Woodstock, and Sellwood-Moreland neighborhoods).
Lykins is the founder of Rose City Chess, an organization that provides after-school chess clubs and summer camps throughout Oregon. He holds a Ph.D in Leadership and Policy Studies from Vanderbilt University, and taught for five years as an Assistant Professor at the University of Hong Kong.
Lykins is a 2024 graduate of the Oregon Labor Candidate School.
His priorities include housing availability and affordability, public safety, environmental sustainability, and improving the city’s emergency response. His campaign also promises to explore using arts tax revenue to support cultural events and initiatives, aiming to boost local businesses and community engagement.
Specifically, Lykins supports the implementation of Overdose Prevention Sites (also known as Safe Use Sites) to provide controlled environments for drug use, and expanding access to recovery services. He also seeks to expand the number of detox beds and invest in medically assisted treatment for addiction.
Lykins has committed to the ‘Save Portland Street Response’ pledge, vowing to prioritize, introduce, and vote in favor of full funding for Portland Street Response to operate 24-7 in every budget cycle. Additionally, he has signed the ‘No Police Money Pledge’, rejecting contributions or endorsements from police unions or associations.
