Carmen Rubio is a candidate for Portland Mayor.

Rubio is a current Portland City Commissioner, who oversees the Housing Bureau, the Planning and Sustainability Bureau, the Bureau of Development Services, and Prosper Portland. Taking office in 2021, she made history as the first Latina to serve on Portland City Council.

Rubio’s resume includes serving as the Executive Director of Latino Network and as a staffer to Multnomah County Commissioner Serena Cruz, Portland Mayor Tom Potter, and Portland City Commissioner Nick Fish. She is a 2009 graduate of Emerge, a Portland-based candidate training school for Democratic women.

Rubio’s policy priorities include enhancing community safety through programs like Portland Street Response, addressing homelessness and housing by facilitating shelters and increasing affordable housing production, and leading permitting reforms to streamline city processes. She also advocates for establishing a Clean Energy Hub in Portland and updating the city’s Renewable Fuels Standard to transition away from traditional fossil fuels.
